City of LA Emergency Management

Agency: Pastilla

Role: Designer, Production Artist

Team: Creative Director - Andrew Robison, Art Director - Youna Lee, Designer/Production Artist - Michelle Walby

We teamed up with Emergency Management Department of the City of LA to create a multilingual, equity-driven preparedness campaign. Just weeks after launch, the Palisades and Eaton fires erupted, highlighting the campaign’s urgency and the critical role of inclusive design in protecting underserved communities.

The goal was to reach the most vulnerable population of LA (low-income families, older adults, people with disabilities, and those with limited literacy or internet access) and make preparedness feel accessible through low-cost tactics, simple messaging and clear visuals.

We created a high-impact visual system and flexible toolkit rooted in accessibility and empathy that was expressed through a variety of assets in 3 different languages (print, digital, OOH). The campaign outperformed expectations by 22%, delivering more than 35 million impressions.
